Belgique : un financement pour l’UNRWA

Parents had three occasions that cost high expenses starting with Ramadan, Eid Al Fitr and last but not least the new school year since students require with the beginning of every school year a new uniform, shoes, school bag to say the least in addition to stationary. However, some refugee families can't afford all this, so some students are forced to wear previous year uniforms which might be worn out. Nonetheless, faces were radiant with smiles, UNRWA students happy to rejoin their friends and celebrate their first day at school. Teachers welcomed their students in a festive atmosphere to ease the pressure, and in an attempt to integrate them to their schools from the first day to start the concentration process and look to the future with hope. All parents of UNRWA schools students agree that their children's education is vital and incontrovertible. This comes from their belief that education is the only path to liberate oneself from reality's sufferings in Gaza Strip and that it is the only path to achieve and realize desired goals. With the beginning of the new school year, teachers and students both hope for the continuity of the school feeding program and stationary that UNRWA has been implementing for three years because of its positive effects on academic achievement. The program alleviates the intensity of the financial crisis that ravages refugee families in Gaza by providing students with money for breakfast and stationary. The school year has begun and with it voices that demands construction of new schools to relieve overcrowding in schools and classes.

Selon plusieurs médias locaux, la Belgique a décaissé une enveloppe de 18,5 millions d’euros (20,4 millions de dollars) en faveur de l’Agence des Nations Unies en charge de l’assistance aux réfugiés palestiniens (UNRWA).

Réservé pour la période 2015 – 2017, ce montant est destiné à soutenir cette organisation dans ses interventions relatives aux soins médicaux, à l’enseignement, à l’aide d’urgence et à l’assistance sociale. Par voie de communiqué, l’UNRWA n’a pas caché que « des accords pluriannuels permettent une stabilité dans un environnement d’insécurité financière et politique », a mentionné cette organisation. A ce propos, il s’agit du premier financement pluriannuel entre les deux parties. Ce qui a satisfait le commissaire général de l’UNRWA : « nous sommes profondément reconnaissants à la Belgique, un partenaire de longue date de l’UNRWA, pour cette contribution », a-t-il remercié. Et d’ajouter : « un tel soutien permet à nos écoles et hôpitaux de continuer à fonctionner au profit des communautés qui autrement ne pourraient pas bénéficier de services pourtant essentiels ».

De son côté, le ministre belge en charge de la Coopération, Alexander De Croo, a dévoilé certaines modalités de ce financement. Selon cette autorité, le gouvernement belge met une part de son budget sous forme de contributions de base à disposition des organisations internationales au profit de l’aide humanitaire. Aussi, ces financements ne sont-ils pas forcément décaissés suite à une crise humanitaire particulière. De ce fait, les organisations bénéficiaires ont « un certain degré de prévisibilité dans leur accès à des fonds » et de « la flexibilité pour apporter une réponse immédiate à des besoins humanitaires et des situations d’urgence », a expliqué M. De Croo.
